Document Control Analyst II

CIS seeks a Document Control Analyst II to support the OTSG/ MEDCOM DES contract in San Antonio, TX. The Document Control Analyst II ensures newly assigned CSP are orientated on all MEBTO processes.

Other duties to include:
  • Utilize the MEDCHART on a daily basis to validate and track Army Reserve and National Guard MEBs through coordination with Army Reserve Medical Management Center (ARMMC), State and Territory Army units (50 states, one district, and four territories) and MTF.
  • Utilize MEDCHART to forward the MEB package to the MTF or Medical Evaluation Board Remote Operating Center (MEBROC) with the capability and capacity, closest to the Soldier’s home, once approved by the Government Program Manager (PM).
  • Support the liaison between the Physical Evaluation Board Liaison Officer (PEBLO), National Guard , Surgeon's Office and Army Reserve Command in regards to non-compliant MEB cases with prescribed Medical Evaluation Board Preparation (MEB Prep) and requirements and report any issues to the Government PM for resolution.
  • Assist the MEBTO Government PM with updating weekly slide decks utilized to track actions to resolve process progression issues.
  • Review Army Reserve National Guard (ARNG) and United States Army Reserves (USAR) component STR for completeness, accuracy, and compliance with DES required regulatory guidance on a daily basis.
  • Review and regulate cases within 72 hours of receipt, unless the case file is incomplete, in which case they will be return for rework due to identified quality issues.
  • Extract data on a weekly basis from VTA and consolidate in MEBTO case logs to access MTF compliance with program-initiated IDES processing timeline requirements in relation to MEBTO.
  • Monitor the status of regulated cases on a daily basis and shall determine frequency of missing MEB Prep documentation resulting in returns to state, territory or MEBTO contractors uploading documents available in iPERMS and HRR.
  • Upload any missing documentation attained from iPERMS or HRR in order to assist in the completion of administrative documentation for the MEB case packets. This shall be performed as required.
  • Coordinate on a daily basis the support of and resolve capacity discrepancies as needed in order to properly and efficiently be able to regulate complete COMPO 2 & 3 MEB packets.
  • Manage daily and assign all MEB Prep cases for National Guard Bureau (NGB), USAR, Active Guard Reserve (AGR), Individual Ready Reserve (IRR), and Individual Mobilization Augmentee (IMA) Soldiers within the team.
  • Select the MEB location to regulate the referral to one of the designated MTFs.
  • Assist with MEDCOM G8 to audit Fiscal Year LOAs for proper adjudication. This consists of reviewing the date a case is regulated to an MTF and determining if the Medical Exam Stage is completed.
  • Provide RM with VA Soldier's CE&P information in support of the Fiscal year end initiative.
  • Assist MEDCOM Resource management and the MEDCOM Soldier Transition Branch as required in the management of Lines of Accounting (LOAs) and 12301H orders.
  • Prepare and after Government approval, publish the MEBTO case log on a daily basis and provide copies to Soldier Transition Branch as requested by the Government.
  • Work in conjunction with the Government MEB Prep PM to provide tier 1 support for latency and system outages. The CSP shall give MEB Prep system access to new users.
  • Conduct quality assurance validation of MEB Prep cases requiring 3rd or 4th review. This action will be performed as requested by the Government.
  • Assist the MEBTO PM in addressing specific questions from the NGB, USAR, Resource Management (RM), Human Resources Command (HRC) and/or DES SL.
  • Update the MEB Prep tracker with data used to measure caseloads, demographics, LOAs and State compliance with DES.
  • In the absence of the Government PM, trained CSP shall conduct Med Prep training on how to use current systems as needed in conjunction with NGB, USAR and any new MEB Prep users, support and assist with required face to face overview training of the MEBTO process to the PEBLO resident course, conduct role call and facilitate the monthly Reserve Component (RC) IDES Town Hall meeting and prepare minutes for distribution.
  • Manage and address inquiries received through the MEBTO organizational e-mail, on a daily basis.
  • Support various initiatives (changes in the process timelines) dependent upon law, Congress, Army Instructions and other sources) at the request of MEDCOM DES SL, and the MEBTO in its strategic , operational and tactical analysis, planning , programming, and implementation of the immediate, interim and long term solutions.
